AlburyCity is preparing for significant growth and is committed to ensuring that new developments are supported by essential infrastructure. To meet future demand, Council must deliver approximately $400 million in water and wastewater infrastructure by 2030.

This draft policy introduces a flexible and innovative funding model designed to enable infrastructure delivery ahead of schedule, particularly for developments that occur out-of-sequence.

Out-of-sequence development refers to proposals that take place before Council’s planned infrastructure is available or in areas located outside designated servicing zones. These developments require infrastructure to be delivered earlier than anticipated in Council’s strategic plans.

The draft policy outlines a framework that allows developers to construct the necessary infrastructure ahead of Council’s schedule. It also enables Council to reimburse developers for infrastructure that benefits future developments. These arrangements are formalised through a Water Management Works Agreement.

This approach supports the Albury Local Housing Strategy and Towards Albury 2050. It ensures new housing developments are properly serviced, promotes efficient and timely infrastructure delivery and facilitates ongoing economic and population growth across the region.

Under the policy, developers are responsible for building both the minimum infrastructure required to service their own development and the upsized infrastructure that will support future developments. Council will reimburse developers for the upsized infrastructure, with agreements negotiated on a case-by-case basis. All infrastructure must meet Council’s standards.
