Albury Infrastructure Contributions Plan 2025 Adopted

At its meeting on Monday 14 July 2025, Council adopted the Albury Infrastructure Contributions Plan 2025 (AICP), updating the previous 2014 framework and taking effect on Saturday 19 July 2025.

The revised plan will support the delivery of essential infrastructure in Thurgoona-Wirlinga, Hamilton Valley, and the NEXUS Regional Jobs Precinct—areas experiencing high growth.

Key points:

  • Ensures developer contributions better reflect current infrastructure delivery costs
  • Supports local roads, parks, community facilities, footpaths and other growth-related services
  • Applies only to new development applications lodged after the plan takes effect
  • Exemptions apply for affordable housing, seniors housing (via registered providers), and not-for-profit or public service developments

The updated contribution rate for a standard residential lot in Thurgoona-Wirlinga is $20,000 (up from $12,204), aligning with cost increases and current rates in comparable regional cities.

Community feedback was received during the 28-day exhibition period and will inform future planning. This update is an interim step ahead of a broader contributions plan expected in 2026, supported by ongoing precinct planning and structure plans.

The AICP 2025 will come into effect in the coming weeks.

Albury is rapidly growing. A key factor in sustainably accommodating this growth is an infrastructure contributions plan, which helps secure the city’s future by setting appropriate rates and mechanisms for the collection of development funds.

Infrastructure Contributions refers to the money collected from developments to help maintain and build new infrastructure such as local roads, parks, community facilities, footpaths and stormwater drainage.

The draft Albury Infrastructure Contributions Plan 2025 is a review of the 2014 plan, with a focus on a more immediate response to rapid growth and legislative and regulatory change in the past 10 years.

It increases the contributions rates for Thurgoona-Wirlinga, Hamilton Valley and NEXUS Regional Job Precinct which are imposing more immediate development pressures and increasing the demand for infrastructure.

The draft 2025 plan is an interim plan which focuses on updating the cost estimates of the works program to reflect the current cost of works and land acquisition.

It has considered future infrastructure requirements and funding options, with a view to ensure infrastructure can be funded on time and within budget, bringing the contribution rates into alignment with the true cost of infrastructure provision on a per lot basis.
