​What’s Changing and Why

We’re simplifying our policies to make them clearer, easier to read, and aligned with the Local Government Act.

There are no major changes to what the policies aim to do—but they’ve been restructured to make them more accessible for both Council staff and the community.

We’ve removed the old Framework and Guidelines and replaced them with four standalone policies:

  1. Commercial Activities on Public Land, Footpaths and Roads
  2. Non-Commercial Activities on Public Land, Footpaths and Roads
  3. Restricted Activities on Public Land
  4. Encroachment on Council Land

These updated policies are easier to follow, reduce repetition, and include all relevant legal requirements and criteria Council must consider when assessing applications. They also ensure a more consistent and transparent process for everyone.

Commercial Activities on Public Land Footpaths and Roads Policy 2025

Outlines the process through which Council would authorise approval for the temporary or one-off use of public land, footpaths and roads for a commercial activity

Non-Commercial Activities on Public Land Footpaths and Roads Policy 2025

Outlines the process through which Council would authorise approval for the temporary or one-off use of public land, footpaths and roads for a non-commercial activity

Restricted Activities on Public Land Policy 2025

Identifies circumstances when appropriate or necessary to apply restrictions to activities and/or areas of public land and roads

Encroachment on Council Land Policy 2025

Outlines the approach Council would use to regulate and manage encroachments on public land

Maps - Designated Controlled Activity Zone 2025

Identifies the location and boundaries of specific high-profile areas over which Council seeks controlled activation
